Most commissioning problems are designed in long before anyone reaches site. Involving the commissioning team from the Basis of Design onwards is the most cost-effective risk reduction a data centre owner can make.
On many data centre projects, commissioning is still treated as the final activity before handover — a testing phase that starts once construction is substantially complete. By then, every decision that determines whether the facility can actually be tested, operated and maintained has already been made.
Commissioning that starts at design changes that. The commissioning team becomes a reviewer of intent, not just a verifier of outcomes.
Commissionability is a design property
A system that cannot be isolated, monitored or loaded safely cannot be properly tested. Test points, load bank connections, isolation philosophy and BMS / EPMS point schedules all need to exist on the drawings — not be improvised on site during Level 4 and Level 5 testing.
- Provision for load bank connections at the right locations and ratings
- Isolation and maintenance philosophy aligned with the redundancy strategy
- Complete monitoring points so system behaviour can be verified, not assumed
- Access and safe working space for testing and future maintenance
Protecting the Basis of Design
The Basis of Design defines the Tier level and redundancy strategy the owner is paying for. During detailed design and construction, value engineering and contractor proposals can quietly erode it. An independent commissioning and client-side team checks every change against the BoD, so that a minor substitution does not create a single point of failure.
Scripts written early are better scripts
Test scripts developed alongside the design reflect how the facility is meant to behave. They expose ambiguous control sequences early, when clarifying them costs a drawing revision rather than a delayed energisation date.
The cheapest place to fix a commissioning issue is on the drawing board.
What owners should ask for
- Commissioning authority appointed at concept or early design stage
- Commissionability reviews at each design milestone
- A commissioning plan that defines Level 1–5 scope, roles and acceptance criteria
- Traceability from the Owner's Project Requirements to every test script
Starting commissioning at design is not additional cost — it is how owners avoid paying for problems twice.
